There is no possible configuration which will get this hardware working
as far as I can see.
The chip manufacturer doesn't apparently want to work with the open source
community and so you end up with needlessly crippled hardware...
VIA Arena - Download Section
(seems little more than a derisory sop)
I'd recommend Nvidia hardware or once the open source driver gets up to speed
ATI as they now seem to have a very much more enlightened approach to the community
which will no doubt help drive their sales in future...

enabling normal effects???
What do you mean by "normal" effects, if you mean compiz as far as I can see that is not possible with your hardware.
If you mean getting Xwindows working, that's another matter entirely
