    It's burned wrong. What did you use to burn the image? You need to tell it to burn an image to disc, not create a disc. e.g. if you have Roxio, it's right on the menu, File -> Burn Image to Disc... which will bring up an open file dialog where you select the ISO file.

    Hint, with OS install CD's, it's recommended you burn as slow as the burner will allow (like 4X to 6X these days).
