No rule to make target `install-webconf'. Stop.

I have found someone with a similar problem here, maybe I need to speak to Nagios, but the instruction is:

5) Configure the Web Interface
Install the Nagios web config file in the Apache conf.d directory.
make install-webconf
And i get the error:
*** No rule to make target `install-webconf'. Stop.

I'm on ubuntu installing Nagios 3 I can't find reference to webconf anywhere, I searched for it and ended up with nagiosweb2.1 but this has no make file.

I've spent too much time on this so would appriciate the help.
