Right click on the top panel. I think there is an option called 'Add New Panel' -> 'External Taskbar' or something like that.
Or just select 'Add New Panel' then on that new panel right click and select 'Add Applet to Panel' and then select which ever you want like tasklist/windows list, desktop icon, trash icon etc...
I use KDE, but definitely GNOME will have similar features. Wordings may wary a little...
Btw, if you want to close all the windows/applications already running, press and hold 'Alt' button and press 'Tab' button. It will show the running applications. Release 'Tab' button and the window comes up. You can close that. Do the same for the rest or the running applications.A candle looses nothing by lighting other candles. - Khalil Zibran.

Saivins right about gnome. Just add new panel. Then if it shows up on the left or right of Desktop. 1ust right click and select properties and move it where you wish to. After getting it where you want it you can right click panel and use "add to panel" to select what you wish to add to that panel.

To avoid having to jump through a lot of hoops in case you ever break gnome desktop. You can use this neat tool. I use it.
