Have you installed ATI Proprietary Driver?
    Execute this
    Code:
    grep -i driver /etc/X11/xorg.conf
    Post output here.

Execute top command in Terminal and check which process is consuming highest CPU Cycles.
It is amazing what you can accomplish if you do not care who gets the credit.

Can you post the output of the top command?
    Code:
    top
Also, might want to check to see if you have daemons or processes running that you don't really need.

Does Firefox always run around 13% CPU? Or does it go lower?

it goes lower depending on how many tabs i have oppened
but generally the computer runs slow and when firefox is running, then its even slower, when i first installed ubuntu, it was amazingly fast, i was surprised how much more faster it was compared to windows, but now i realize its the same problem, in the begining all OS run fast but then THEY SLOW DOWN.
i tryed shutting down couple of start-ups and i don' t know what else

It's hard for me to say from here what the problem could be. If you don't care about all the eye candy (and you might) then it's a simple matter of shutting all that off. Disable Compiz-fusion, wobbly windows and such. You might want to try disabling all that as an experiment to see if that is where the problem is.
