The connection timed out so it seems like a temporary server problem. Try this:
ping wine.budgetdedicated.com
If ping regulary outputs lines of text then you have a working connection. Then try:
wget http://wine...bz2
to see if you can manually download the .bz2 file. That should help you isolate the problem.
