By default yes it is, which is typically what you want on a server. There is nothing to stop you installing a gui though.

Yes. Desktop Environment is not pre-installed in Server Edition of Ubuntu.Is UBUNTU 8.10 Server a command line only environment?
It really easy to install any DE in Server.
Above code will install complete Ubuntu Desktop Environment ( 600+ MB download ).Code:sudo apt-get install ubuntu-desktop
It is amazing what you can accomplish if you do not care who gets the credit.
