bumping this back up. I still haven't found a resolution. I ran a lspci -v check on the main user and the additional users and they all state that I have Display controller: ATI Technologies Inc RV370 [Radeon X300SE]. So with that information in toe I know that both my main user and additional users recognise the fact I have a video card. I also made sure that I had the latest version of
CompizConfig on my additional users so I'm completely at a loss. PLEASE HELP!!

Problem solved! Apparently you can't run the effects on a second user if you are still logged into the first one. A simple log out and visual effects becomes usable. Amazing how simple a solution that was... figured I'd post it here to let others know in case they had the same problem in the future.
