new to Ubuntu, stupid installation questions

I have 9.04 Jaunty. Synaptic Package Manager usually installs things quite easily and in a nice location, but whenever I search the internet and find only .tar.gz (or .tar.bz2) files available. I don't know how to self-extract them. gcc is supposed to do it (I think), but gcc that comes through repositories I seem unable to figure out to use or install, and from the internet it comes in a .tar.gz.

Basically, how do I self-extract .tar.gz/.tar.bz2 files (or manually extract into a good location)?
how do I install windows applications in wine? game cd didn't recognize it's own setup.exe file...

    Hello and Welcome!

If you must install from source, try the instructions in this link. Post back if you have any issues.

First opt to install from the repositories (apt-get, Add/Remove.. or Synaptic), if impossible then search for .deb files (will install by automatically with Gdebi), only then install from source.
