Hi and Welcome !
Ubuntu 7.04 is not supported now and its life cycle has been ended on Oct 2008. I would suggest you to install latest version, 9.04.
What does machine display on booting up from Windows OS installation CD?my cd's are not reading as a cd so i can't install windows. It is amazing what you can accomplish if you do not care who gets the credit.

Your machine is not booting up from CD. Set CD Drive as First Boot Device in BIOS.
You can upgrade 7.04 to latest version but due to a lot of changes in core packages, it doesn't work properly in most machines. I would suggest you to backup data and install latest version over existing. It is amazing what you can accomplish if you do not care who gets the credit.

i went though the restart and then into setup. And the first boot is cdrom. but im still getting that same message is there something through ubuntu that could be not loading the cd?

Are you popping in this CD when you are running Ubuntu? I'am asking because your message means that it recognises the CD, but since it is a Windows data-CD it would not not play then.
Usually your CD's are automounted when you pop in a CD and I don't suspect your version to do otherwise.
I suggest you leave the CD in and restart your machine. Then it should boot from this CD and install Windows on your hard-disk.
If you prefer to have Ubuntu instead I suggest you burn a distro (Ubuntu version 8.04 is LTS and will be supported till 2011) and replace your existing outdated Ubuntu with that.
If you have any data on it that you want to save you better make a back-up before installing anything.
Must be a good feeling to have an old machine back to life again.Charles
