I have configured squid and i have set manual proxy configuration which points to port no 3128 and all restriction are working fine...But if i configure browser without proxy still it is possible to surf internet but no restrictions are applied...And now i want to forward all http request to port no 3128...How to do this??

assuming you are using gnome system>preferences>network proxy this has an option for setting it system wide
