I have not found one online yet. Maybe if you purchase a
copy you get a fully installable version?...

I'm not sure what you mean by "fully offline installable." The regular CD of Ubuntu can be installed without an internet connection just fine. Or do you mean a disc with a larger set of available applications like the Debian repositories?

TechieMoe is 100% correct. If you do need the Repo DVD's, On-Disk.com sells them. Select the version that matches your installation (and ignore the "9.08", that's one of their version codes, nothing to do w/ Ubuntu). The 9.04 repo is on page three as of this writing.
