i have win7 (j and VISTA (c on my PC and am running win7 when trying to do the install. i'm also trying to install ubuntu on a separate HDD that has 2 partitions.

Are you trying to install using Wubi?

I found this bug report, which suggests selecting a different language than the default in Windows causes this error. Is that applicable to you?

ok, have managed to get UBUNTU9.04 to boot from my USB which is great!
however, i get stuck at step 4 of 7, the 'prepare partitions' section.

i'm trying to install onto a HDD that is physically separate from my win7 HDD. the error message i get when trying to choose a partition on that HDD is...

no root file system is defined

i tried going in to the partition options and choosing NTFS but no luck.
do i need to format the HDD in FAT32 or does NTFS work fine?

    any other hints?

I'm fairly sure you can't install linux onto a NTFS partition, being a proprietary windows format and all. I would suggest using ext3 or ext4 instead.

Once you have your partitions set up as you like, you need to select the mount points. I believe the error you're getting is because you haven't told the installer to mount your partition to root. There should be a mount point drop down menu of some sort. Root is usually indicated with a /
