    PACKAGES MANAGER SOFTWARE [ubuntu 9.04], compiles SOURCE if program come in source, in order to get installed ?

    Nope, the package manager downloads a pre-compiled binary package to install on your system. Though there are tools to download, compile, and install source packages.
