Ubuntu 9.04 is definitely better than older versions but performance depends on your machine specs too.
    Post your machine's specs here.
It is amazing what you can accomplish if you do not care who gets the credit.

I you have Intel graphics, wait for Ubuntu 9.10
The Intel driver in Ubuntu 9.04 has serious issues, I faced them in my laptop and for this reason I still use Ubuntu 8.10.(At home I use 9.04 with Ati card)
The next Ubuntu version 9.10 will be released at the end of October and has better Intel drivers. I tried the Alpha version in my laptop and 3d graphics were fast and problem-free.

If you want longer support, I'd go for the LTS(Long Term Support) release. I still run 8.04, and will only upgrade this machine when 8.04 runs out to the next LTS(10.04) and by then 12.04 is almost released, the next LTS.

The Ubuntu Release Cycle | Ubuntu

    That's the Ubuntu release cycle.

So if you want to run on the latest hardware, go for a short term support, if you want the stability you get from upgrading only when necessary, go for LTS.

I personally choose to run the newest version on the systems I install, and let them stick with the LTS when I get there. From then on I will remain with the LTS releases.

quick question from a noobie. When the new version is released in October, how can you upgrade? I mean do you reinstall with a new CD or can you just use the update manager?

    Thanks for any info

When the new version comes out you can upgrade through your package manager (which also runs your updates). You can also do it through command line, though I can't remember the exact command.
