The are desktop enviorments. They consist of a window manager and a set of applications for daily tasks (e.g. mail client, audio player, file manager). They will look different as the window managers are different. Think of Windows Aero vs the classic XP look, only GNOME and KDE are so much better.
KDE has eye candy and a great deal of configuartion options and is so simple and can be made to look almost exactly like Windows. GNOME is not very configurable and is focused on maintaining a functional and stable desktop through the releases (in other words it stays about the same from release to release).
There are people that hate KDE4 with a passion but the latest and greatest KDE 4.3 is very stable and faster than GNOME yet it looks so great. I personally use KDE 4.3.2 on Gentoo Linux but Gentoo is obviously beyond your abilities if your just getting into Linux so I reccomend Kubuntu (KDE) or Ubuntu (GNOME). The only sure way to pick is to get a LiveCD or LiveDVD of both and try them out (you can boot from the disk without installing).
