Once upon a time there was a hot-key for that ([Ctrl + Alt + +] and [Ctrl + Alt + -], but they've been diminished.
There's a program called xrandr (I don't know if it comes with Ubuntu, but you can install it) which allows you to manually resize your resolution, among a couple other things.
Sorry I don't know the "right" way anymore. Too much has changed since I last ran a stock Ubuntu (I currently have an 8.10 VM running fluxbox... not much help for this exact problem).

Its really frustrating, the screen items are so small that I can't see how to get to a menu that will allow me to increase the size. I loaded Ubuntu as a dual boot system with Windows XP. I've considered trying to uninstall Ubuntu and trying again, but am concerned that could make matters worse.
I was hoping that someone would know what menu to enter to increase the screen scale.....

That is one of the things that's still a bit nerdish about Linux. A default install tries to determine your hardware's maximum resolution and assumes you want to use that in order to maximize screen space. This is all too unapologitic to people with vision problems or just small hi-res screens in general.
Looking at some Ubuntu posts, the screen res options are located:
Menu -> System -> Preferences -> Display
It may not save the changes permanently unless you run it as root (gksu). Just try to get it so you can read the screen first, then look at the following post so you can save the setting permanently.

I'm not sure what version of Ubuntu you are running but try the upper menu bar go to System > Preferences > Screen Resolution
