Can I emulate windows (xp or vista) 32bit on Ubuntu 64bit.

Do you mean use virtualization software? You should be able to install virtualbox or vmware and create a VM with windows. Are you writing windows specific applications? Eclipse is available on linux...

I need to learn Flex. There is nothing good yet for Ubuntu 64bit. I also need IE to test my stuff.

OK, I installed VirtualBox. Is there a good place to get snapshots of win xp 32 (I have a license to use it)

Legally? I'd highly doubt it.
You will have to install manually using a copy you have on hand.

Sure it is leggal, I have windows on the same computer, a leggal copy.

You can't install multiple copies with one license, it violates the EULA. You need one license per install, real or virtual.

I am pretty sure you are mistaken, but I am not a lawyer. License is for one version (XP, Vists...,W 7) per computer. So two XP on the same computer are being covered.
But, never mind.

Microsoft Windows XP Professional END-USER LICENSE AGREEMENT
It does speak about per-computer, not per-install.
But I think this is only because virtualization was not that common as XP was new.1. ..

I also think you will run into activation-, proof-of-genuitiy and systemupdate problems,
if you actually do run 2 XPs with the same licence on one computer.
Because they sure as hell DID mean one licence per install.
Of course, you can always fight it out with the ms legal team

This is straight out of their EULA.1.1 Installation and use. You may install, use, access, display and run one copy of the Software on a single computer, such as a workstation, terminal or other device ("Workstation Computer"). The Software may not be used by more than one processor at any one time on any single Workstation Computer.
