Welcome to the forums!
You are generally better off to use the default package tool for your distribution to install software. Have you tried Synaptic, or apt to install your software?
You can check this HowTo for some info to get you started:

The Ubuntu folks were kind enough to create a HowTo for installing WINE, too:

I'm still learning Linux too, but I have to ask:
What are you hoping to accomplish by downloading WINE?
The reason I ask is that it appears to me that you were attempting to install it using the old Windows "way" and as people have said, that's not really recommended.
Linux can do a lot of things natively and do it much better than you can do in WINE. The only reason to use WINE is if you have an app that absolutely doesn't have any way to run within Linux natively. Installing WINE in order to essentially "run Windows" within Linux doesn't seem, at least to me, to be worth the effort. You'll have a better experience overall if you use Linux for as much as possible and only use WINE if you absolutely have to.
