I recently installed the Ubuntu 9.10 upgrade from 9.04 and every time i attempt to install any packages or updates, the terminal lockup at:

I recently installed the Ubuntu 9.10 upgrade from 9.04 and every time i attempt to install any packages or updates, the terminal lockup at:
Setting up cracklib-uptime (2.8.13-10)...
I've attempted to reinstall cracklib-uptime (2.8.13-10) using the cracklib-runtime_2.8.13-10_i386.deb package but, of course, it too locks up. It runs so long that i have to CTRL + C to escape.
Any suggestions?
