You've opened the ports on the router but did you set up port forwarding?

You have to tell the router which (local) IP to direct traffic coming in on a given port or the packets will likely just evaporate.

yes i know how to setup a port to go through router and its un stealthed according to my port scans it seems to be ubuntu blocking it or something. i trued ufw -disable and disabled the ubuntu firewall but it didn't help any.

You need to double check your router configuration. If you can access it on the LAN, then the problem is with the router. As D-cat pointed out, it isn't enough to just open the port, you need to set up port forwarding to tell the router to redirect requests on specific ports to specific internal addresses.
