When installing software in Linux you need to use your package manager. To install a the xine library from the command line just use the command:

    Code:
    sudo apt-get install libxine1-all-plugins
Or to use a GUI there is a guide at https://help.ubuntu.com/community/SynapticHowto

if you do not have an internet connection perhaps it makes more sense to use a distro that has many cd's and dvd's of software to install offline such as debian

I agree with coopstah13. Its not easy to install packages in machine without internet access.
Switch to distro which in Codecs for all media formats and other necessary packages are pre-installed. Linux Mint is good choice for offline machines, imho.
It is amazing what you can accomplish if you do not care who gets the credit.
