See if you have a file: /etc/locale.gen If so then uncomment the line you wish to build for, i.e. en_US.UTF-8 UTF-8 and then run locale-gen. Since I'm running Debian I'ld first do:

man -k locale

and see that you've got locale-gen; or at least what your options are for locale settings.

If all is as above and you've somehow hosed your /etc/locale.gen file here's mine.
