Help Moving/copying files and directories to base directory of user?

I am totally new to Linux, been using it for about 3 days now to run a Minecraft server. I am slowly but surely figuring it out, but have run into a wall that I cannot seem to hurdle!

How do I copy and/or move files to the base folder of a user? I don't know what is is called, so I do not know what to put in the my file "?" command?

I know you would normally put mv filename /directoryname, but what is the base username called??

Any help would be awesome! I hope I explained it well enough!

for user "joe" the home directory normally is "/home/joe"
