How exactly are you trying to install it? What steps are you taking?

8.04 is no longer supported, but Ubuntu 10.04LTS should work for you. 11.04 has had some problems on some systems, plus it will only be supported until Oct 2012.

Are you using Nero for Windows or the Linux version of Nero?
Most likely the Windows version because your using Wine.
Nero for Windows will not work in Wine.
It's rated as garbage in the Wine application database.
If you really need Nero then you will need to purchase the Linux version but I doubt your pc will meet their minimum requirements.
I would instead use the Linux free alternative which would be k3b or you can try Brasero.

Hello and welcome!
I'm pretty sure Ubuntu used to come with Brasero by default, but I don't know if it still does, and don't know if version 8.0 came with it but suspect that it did. If you have it on your system already, it should handle most things that you'd need a burner for. K3b might be the king of Linux burners, but not everyone likes it, while I've found that either works very well for me.oz

Not sure about 11.04, but Ubuntu 10.04 does, indeed, have Brasero included.
I use it once in a while, but K3b has always been one of my favorites.Jay
