I think Ubuntu might have a graphical utility for configuring the services which start at boot up. In Gentoo, you'd use 'rc-update show' to show the boot levels and which services get started, then 'rc-update del service runlevel' to remove 'service' from 'runlevel'.

    Code:
    sudo apt-get install sysv-rc-conf
    sudo sysv-rc-conf
then you just remove all the start service

If you are using upstart, I don't know
