If you don't see it, it simply means you didn't yet enable the required repositories : go in Desktop -> Administration -> Software Repositories and make sure they are all enabled.

Then you can install Java (the plugin) be installing in Synaptic those packages sun-java5-jre and sun-java5-plugin.

I have the universe and multiverse repositories active. Still don't see it anywhere.

Is there a command I can run from terminal to install it?

Well, I normally do it like that :
    Code:
    sudo apt-get install sun-java5-jre sun-java5-plugin

    Nope.

Package sun-java5-jre is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
E: Package sun-java5-jre has no installation candidate

What repositories might you have that I don't?

Make sure your /etc/apt/sources.list looks like that :
    http://antidrugue.dyndns.org/tprzepiorka/sources.list

This one uses mirrors from Germany ("de"), but you can use your country code instead.

Also, there is another way to install Java. I wrote a small tutorial here :

As you can see, sun-java5-jre is in the multiverse section :
