According to Wine's website, version 1.2.3 is the current stable release, and 1.3.27 is the current development release, which of course is expected to have bugs.

It might be that you can report them to the Wine developers mailing list. Otherwise, I'm not sure where or who you'd report development release bugs to, but you might try posting on their forums (forum.winehq.org) if nobody chimes in with a better answer for you here.
