In theory could I copy my Steam files and games from Windows (already installed) to my .cedega steam folder and have them working fine? I need to know before I waste 5 hours downloading it on linux. THanks!

In theory yes, you can copy your savegames from MS Windows into the proper folder in your .transgaming/ directory and they'll work, provided Steam works on your distribution. It's not a guarantee.

It wont work. In theory yes it would but in valves little world no it wont work. They did a thing with Steam to stop it. You have to reinstall the games all over again.
