Has any thought been put into creating a version of Wine for Windows 9x to allow you to run NT programs?...

This page from winehq.org has a link for Wine on Windows. I don't know anyone who's used it, so I can't vouch for its fitness.

Alright, don't know why I didn't notice that, but it is possible to compile Wine on Windows. I originally wanted to know how much work would be needed to compile it for Win32s (Windows 3.1 Win32), but it seems like Windows 3.1 would need some work done in the memory management area first.
