    As I understand it, the maximum signal strength is determined by the government. I think that would be the FCC in the USA. That info is then put into the firmware, which is then loaded into the chip. This is not supposed to be modified by the end user, and is why it is only available as a pre-compiled binary.

    This is not to say that some devices/firmware can't be modified by the end user. It may be illegal for you to actually do it, so be advised. I think that I gave enough info for you to do more "research" on the subject.
